Second, the views were disabled so that the server would run faster. When the views were turned on months ago, everytime you clicked on a forum, it took a lot of bandwidth up because the database keeps track of the has to keep counting everytime someone loads the forum. Keeping track of the views is very CPU intensive. Therefore, it was turned off so the website would run faster.

Yes, the server does suck. The views were disabled because our server simply couldn't handle everything. But I'm in the process of negotiating and having a much more powerful server.
Finding a hosting center, figuring out what kind of configuration isn't as easy as it sounds. I have to make sure these kind of problems won't occur in the near future (3 months).
However, I don't exactly have $100,000/month to spend. So I'm on a tight budget. I have to make sure I know exactly what I want. Do cost/benefit analysis. I have to ask around. Get price quotes. Check out the hosting centers themselves if they are local, and etc.
