Do user names get recycled? I've noticed so many names used but the haven't posted in years. Some of these names I wanted to use. Is there a limited time of inactivity that you lose you name or account? Or atleast possible to try and aquire another users forgotten name?

No we don't recycle or inactivate them. Many of the members that don't post (or have never posted) still log on and read the forums.
