webp image format support

this more efficient image format is used all over the internet now, but... not on CL.

can we please add .webp format support for image uploading?

and while we're about it, how about allowing images to be inserted in pm's?

Images in PMs have been supported since last year. Have you tried it?

bump for webp support. it's now WIDELY used on the internet and will make CL more efficient too.
