tilt steering wheel work intermittent

Hello guys, I recently bought an 99 LS400 the tilt works. But later on, it just doesn't move up and down and works sometime. Does anyone have experience with the similar situation? Properly need a tilt motor?

you have a 97 or older model, 98 and up are different
