I am having a concern with a timing belt replacement. Figured it was overdue, 06 with 117k original belt. The old belt did not look bad. Putting on belt, tensioner, water pump, and both pulleys. The problem that I am having is...after aligning all three marks and rotating crankshaft, all three marks move one tooth. Rotate the crank a few times again and the marks are 2 teeth ahead. The plugs are out and the crank rotates freely. I took the belt completely off to start over with the same results. I always thought that after a few crank rotations, the marks should be back at the starting point. This is not only the cam alignment changing but the crank as well.

what you are seeing is correct...the belt mark will move as you turn the crank and cams...toy are okay.
your biggest concern was the correct installation of the belt...let me see if I have a good pic of my belt.
thank you, I will give it a go! I did notice that even though the marks on on the belt moved, while the crank pulley mark is at 6 o:clock, both cam gears are lined up correctly. I guess that is the important part.

that is exactly correct...the marks on the cam sprocket and crank sprocket are what matter...
why dont you line it up, take three pictures and post them here...we can verify if you like.
also, you have already confirmed a piston won’t it a valve by turning it over by hand.
i guess you already pulled the grenade pin on the tensioner...
