Yes, I agree. It can be frustrating trying to do things remotely. (Yes, look at where I'm thinking that I'm telling you, not where I said.) It is much quicker when you can place your own eyes and hands on the subject to track down something that may only take 15 minutes in person but a week by post.
I really want to advocate that you read the codes or get the codes read on your car. Even if you use a cheapo scanner like this, it might shed some light on what is going on

IMO, OP was running around circle. Trouble-shooting is logical elimination process.
At least know how to use Multi meter, ideally analog type because digital ones have
high input impedance which can causes confusion. It can pick up ghost voltage even between two fingers.
There is a place to use digital one and other places to use analog one or test light.

All the parts i replaced are not high cost so i figured i might as well try they cost cheaper than a tow. Starter for sure was bad so looks likes the car had multiple issues.
i've been following this posts ,as i sure others have, but do not have enough experience to offer any advice like the others.Do report back on your solution to this post as i'm sure we all want to see what happened.

For the record, i'm in the fusible link camp.
Car is running *_* . The problem was a fuse/fuses with a clear window/plastic 30 amp under the hood on the passengers side. Its not a normal skinny plastic fuse it looks like this:
Mechanic said the clear plastic was kind of foggy and it crumbled in about 20 pieces when he took it out. So he replaced it and all is well. Took him 1.5 hours to find the problem and he didn't charge me for the fuse/fuses because we're good friends.
I'm happy that it wasn't too expensive or a critical part like ecu, etc. The problem was not obvious i've never seen that kind of fuse before. It was confusing because the 4 fuses (on the opposite side of the car with all the relays in the box) were not getting any power with a test light.
