It's a complete kit. This worked flawlessly on my 97 sc300 NA-T, which was pushing about 500rwhp, and was driven daily. VERY easy to tune, and the car ran as smooth as it did when it was stock. I've had this for roughly a year, and now all my performance mods are for sale.
