Can anyone tell me what these were/are for? They were dangling from under the manifold.

Where does it lead to?

That looks like the factory wiring, just the protective sleeve got degraded from time and oil on the wiring. See where it leads to, if it is a factory system, get another wiring sleeve and put it on the wiring to protect it.
