I have no experience with the front lip of an SC but I do have some prior experience from my Supra front lip...It seems that metal screws with washers hold them together...So therefore, as you have stated, you would have to drill new holes...In any case, I think it would be much easier to take the whole bumper cover off and drill holes...Let me know how it goes and take lots of pictures, I'm really looking forward to it..
I just replaced my old, worn front lip with a new unit from Lexus a while ago. My mechanic put my car on the lift and installed it in about 40mins. without taking off my front bumper.
If I remember correctly, you'll prob. need to buy the metal brackets for the front lip as well.

I'm replacing my stock bumper with an aftermarket, so I took my lip off to sell to another ALSC member. Underneath it, the bumper has a small piece hanging down on each side that my lip bolted on to.. if possible, show me a close up of the bottom of your bumper and I'll tell you if it looks like mine.
