gte swapped check engine light help

gte swapped check engine light help
I purchased a 1994 sc300 with a jdm 2jzgte swap and the CEL is on. I've jumped the TE1 and E1 terminals to try and retrieve codes, but I get no response from the light, its just stays lit solid. Where do I go from here?
