question on emissions
its pretty straight forward and has been for a while.. the only thing that is in talks is a sniffer on emissions. it can also vary by county.
For OBDII you can have 1 monitor not ready (ie turn of secondary o2 if you remove the cat if you don't want a defouler). just so you are aware.

I will agree 96 was the year they started with obd2.
My SC is obd1 but I keep it registered in Florida because I dont want them to drive it for testing, most likely it would pass from me putting 2 high flow cats in.
the best thing to do is if you live in a state with emissions, get a obd1 car or register it in a none emissions state.

There are true emission codes and indirect emission codes. One of the indirect emission code is related to auto trans is its inability to go into overdrive lockup mode.
I hear about getting a CEL after the swap but what are the codes? Maybe it does not matter as once the light is on, you want pass inspection.
As far as the long tube in the exhaust during inspection, those give real emission values at at idle and at 2500 rpm.
The other option is to wait till the car becomes classic.

NY isn't using a sniffer.
Correct, must be over 25 years old before they will ignore the ODBII requirements.
How do you register a car in florida? know somebody or can you just get a PO Box? Any issue with insurance since you live and drive in another state so they will questions tickets/accidents when they are all in 1 area.

Then as pollution became big problem, county by county added emission testing. For OBDII vehicles the testing places connect to the port, and for others, they do the probe and measure at 2 speeds.Gas cap is also tested and visually the inspector looks for modifications that can impact emissions.

Yeah there is 1 county in NC and a few in VA that do that type of thing, county by county. If it happened here I would change counties haha or find a friend who lives in another county.

NJ just passed a law starting in May any car 95 and under wont have to go thru any type of inspection/emissions. I know you said you did a swap.. what was the reason why your car didnt or wont pass emissions? can you get a o2 sim or maybe a test pipe to pass?
