Soarer shielded wire question

Soarer shielded wire question
I know everyone fears the shielded wires when lengthening the Soarer's harness in case they want to go that route instead of buying a new custom harness. Having to deal with wiring in USB wire instead, etc.
So I was inspecting my Soarer harness I recently got in and just past the dust boot on the cabin side I can see 2 thick gray wires (1 is bigger than the other) and a light blue wire, which are all obviously bigger than the standard sizes of wire. I guess these are the only shielded wires there are unless I just missed one.
Anyways, I could see where one of the thick gray wires splits off into a separate part of the harness, but where the wires in that subsection terminate, they're only normal sized wire. So are they supposed to only be shielded for a certain length, then go to normal wire? If so, why can't you just cut the wire after it's normal sized and lengthen it at that point to keep from having to use USB wire or whatever?
Anyways, here is a picture of that wire I'm talking about that I was inspecting. It looks like a previous owner did something with the wire, then used some electrical tape to cover up the joint. I'm guessing Toyota wouldn't do this. Is this the way they all look or has someone ghetto rigged the wire?
