a few free/cheap hacks... going from easiest to hardest...
bfi aka modified intake
unplug the front speed sensor on the transmission: makes it drive sportier
new exhaust
Advance the cams one tooth on the timing belt (make sure it's only one, otherwise you will harm the engine)
these are the best i can think of off the top of my head...

BFI intake. Look it up. You have to make it yourself. Other than that, some people have suggested modifying or unplugging the MAF sensor to restore the stock horsepower. Not sure if I'd jump to that without researching it though.

All of these are great ideas, just depends on how deep your pockets are.

Unplugging the MAF sensor WILL give you more pull on the short run, but on the long run you will mess up more stuff. Or at least thats what my brother in law (a racer) told me.

If you want more power I can think of these things that others didnt mention already:
12v mod
shimmed accumulators
EGR delete

However, before you go after adding more power make sure your car is up to date with maintenance in terms of oil and PS leaks, common problems, ...etc. There is a check list thread that covers all that. Do your research and you'll be victorious.

After checking your maintenance, save up for the 1jzgte. I seen a few on ebay for around $500. Can't go wrong with the 1jz.. Add a performance intake - exhaust - Greddy Boost Cut Defender = BEAST -This is the route I'm going. Right now I just have the 1jz with a K&N intake and stock exhaust. The Boost Cut is next.
