Default Ignition timing

Okay I recently purchased a 95 sc300. I've been looking over things since I got it to make sure it's up to par. I was checking ignition timing and it looks to be running 15* btdc, however the distributor is maxed out to one side and can't advance it anymore. I've pulled dizzy thinking it was off a tooth but no matter what it seems to be the same every time . I did put a paper clip in the proper pins in the diagnostic port before doing this. I'm really confuse on what's going on. Can someone please help out.

If you shorted TE1 and E1 and made sure that you are on #1 cylinder and your at 15 BTDC then you got a defective distributor. Is it original or aftermarket distributor?

No it's stock. Is there a way to check dizzy ?
