The owner that owned my 92 SC before me took an emissions test.
It failed tail pipe emissions inspection.
(I am able to smell exhaust leak.)
This is what it read:

He had "HC" circled. What does this mean?

HC stands for Hydro Carbons.

 

Your car is running hella lean.

 

can you scan the printout at all? need to know all the numbers and if you have NOx numbers that might help as well

 

Also, if you got no exhaust leaks, but it smells like it, you cat is probably gutted. Time for new one. Situation like that, you would need to confirm the car is in fuel control first. If not, your cat is gonna get deteriorated again.
