Default Shocks

Just got an sc400 and I think there might be some problems with the shocks. The ride is way too bumpy except when the road is completely flat.

The previous owner had the eibach's lowering springs in them and I'm pretty sure the shocks are stock.

Any recommendations or any decently priced coilovers?

Is there any reason why you wouldn't just replace the shocks with bilsteins? Coil overs get you low...but they also have the possibility of seizing.
