Default Headlight Adjustment Issue

Hey guys, so new to the forum and ive been having this issue. I did a quick search around and found someone having a similar issue but no real response was ever given.

I have a 92 SC400, When i spin the head light adjuster (vertical) I can see the bubble in the level moving however the actual light beam does not move. Right now its like its shinning so low its hitting my bumper and I cant see anything at night.

Are these headlights known for breaking inside but the level still works? any info is greatly appreciated. Thanks!

bumping this with an update

Pulled the headlights apart, cleaned both the lens, polished and cleaned the projector glass, put everything back together and still have next to no light out put...When i had the headlights out, i shined a flashlight in them and saw the cutoff on my wall, so i figured cleaning it solved the problem...still no luck.

upload some pics of your headlights front and back so we can go from there. if youre saying the projector is moving when you attempt to adjust it you shouldnt have any problems...but if its point as low as to think its shining on your bumper id say make sure your actual bulb is mounting into the headlight correctly: but then again that would be obvious and im sure you wouldve tackled that before disassembling them.
