If you know how, modify the wattage of your ballasts.. raise the intensity!

I dont know about out there in CA with the cops but in Fla the cops dont seem to care about smoked headlights. As long as they can see that your headlights are on at night.

IME, in CA when you push a honda civic with modified ANYTHING, cops pull you over and write you up for infractions ALL DAY LONG. Lexus, BMW, MBZ, etc all get an imaginary free pass for mildly illegal mods. I put 65k miles on my GS in 4 years with DARK tint and no front plate. I got one ticket at the end of the 4 years for the tint (had cop buddy sign off on it), never a ticket for my front plate.

I got written up in my old accord almost immediately for no front plate and clear front markers...hell once for not having a rear center light in my back window.

in my opinion, i don't see a need to black it out unless it was really chrome in the beginning like my RSX, which i ended up getting some JDM ones with the nice bronze to it... i think the headlights are just perfect the way it is...
