The bubble should be within 2 notches of 0. Is it as simple as turning the screw moves the bubbles up or down???
Can I also assume that if the bubble is exactly at 0 the lights should 100% be balanced?

yes its as simple as turning the screws .. but don't assume that if the bubble is that "0" the lights will be 100% balanced you will most likely have to play around with it.
