I think 18s with a kit look fine, but you'll want to lower it a bit... you can get a used spring/shock combo pretty cheap on the classifieds and not be too slammed... and as far as your offset question: 8.5/9.5 +38 = sunk. i think you should pass on those 18s (TSWs?) and wait until another pair come along.

 

I like the way your car sit with the 20'S., nice fitment. I would strip them and paint them black leaving the lip chrome.
