Default tps and power steering

How to test tsp to see if it is bad. I. Tested voltage per book and it is in correct range 0 to 8. Idle speed is on low side. The book is showing tsp from other side that it is mounted so are. Conectors rewersed idl and e1 on top instead on bottom. The resistance goes on from 0.9999 dow to 0.12 and I get. 1.but never 0.00 on my digital meter. Did anyone had power stering ecu go bad ? It seems that after geting new pump and rack and pinion. My steering seems to be hard at low speed and loose at high speed. The ecu-ig fuse is good. So I wonder if we the ecu is bad ?
