Default Powersteering pump issues

If you've been following my build thread you can see that i changed out my PS line with a stainless line. Heres my issue, when i pulled the OEM line off the power steering pump there was a metal piece that fell out, it looked like this
the piece with the spring, as far as i know the spring didn't come out but im honestly not sure. so i put that piece back in( felt like it only went in one way and it felt like it had a spring to it when it was in. now that i got it all back together, i put some fluid in the reservoir, and turned the wheels back and forth with the car off so the fluid can get pulled down into the pump and into the line rack and what ever else. once that was done it pulled about the complete reservoir down i filled it back up and then i stated the car. the power steering pump was really loud at this pump basicly sounding like it needed fluid so i checked the reservoir and the fluid was what it seemed like bubbling inside the resevour and the fluid level was not going down. when i turned the wheels the fluid also did not go down. any ideas on what could be happening or what i should look for?

the car is a 92 SC300 with 1jz swap and drift motion SS PS line

Stainless line shouldn't matter at all.

I used good quality Dexron II fluid since that's what the pump calls for.

Where did you mount the P/S resevoir? It has to be up higher than the pump.

you don't have to remove the resevoir to take the high pressure hose off....

Well after finding all the leaks with the crush washers i got with the drift motion lines yea i got it finally.

What i did was completely fill up the reservoir took the belt off the pulley and turned it by hand to get the pump to start sucking down fluid, while doing that i had some one else turn the wheels side to side and it pulled the fluid down just fine.

fluid I used was ATF dexron II multi vehicle.

yes the reservoir is above the pump. mounted to the fuse box.
