Because on JDM GTE motor they don't use mass air meter they have map sensors.

right, so, along with what I originally said... what in the world would a VPC do to give you A/C control?
I just don't see how the two are related...

I need to install the vpc to convert everything over to the US spec in order to install the us spec ECU.

ok, that makes a little sense, but it still doesn't explain why the JDM ECU doesn't have any kind of output for a/c...

It does but just different than the US spec.
