Default Am I missing something?

Ok, so I purchased a set of Tom's TN-06 a few weeks ago. I ordered 19x8.5f +26 and 19x9.5 +38r...

I decided today to measure the exact with and it's showing 10.5 wide on the wheel that is stamped 9.5, and 9.5 with the wheel stamped 8.5.

They box[s] and the wheels however have 8.5/9.5 stamped on them. Any input will be greatly appreciated.

The rim width is measured on the inner/recessed part of the wheel (take your tape measure off of the lip that you rested it on), not the overall wheel diameter. The case you have pointed out here is the case on ALL wheels. In other words, the rim width is measure on the inner part of the rim, from the back of the spokes to the outer edge.
