my front left spindle/tire has been making a noise. its like a deep screech every rotation. i took of the tire, and spun the spindle, and its kind of hard to turn, then loosens, sounds like the brakes are holding it, then letting go, i changed the brakes about 3 weeks ago, and well the brakes are depressed, they seem as they are griping the rotor. how can i fix this?

 

the rotors might be warped? did you change the brake rotors or the brake pads? or both?

 

just the brakes. anyway to make sure it is the rotors being warped.
