Default CEL after timing change (sorta long)

the saga continues...

what started off as a DIY aftermarket tensioner install resulted in an idiot move by yours truly to force the upper left engine cover back on....only to have a screw fall out and tear my timing belt to shreds after i thought was all in a day's work. not wanting to take any chances i took my darlin SC to who i thought was a competent mechanic. went to pick it up this afternoon and he wasn't even there, so his assistant who had no idea what was up with the car told me it was ready to go. drove the car a little bit and noticed two things: CEL was on and the low coolant warning light was on.

the low coolant light sometimes comes on and stays on and sometimes it goes off.. i looked at the reservoir in the dark and i think there's plenty of coolant there, so maybe he topped it off a little too much? anyway, i did the CEL diagnostic and i get EFI13.. "No RPM Signal" by preOBD specs on this 93 Lex.

all of this wouldn't really matter if the car ran right. under 1/4 - 1/3 throttle the car can accelerate smooth, under 1/2 throttle and it starts to jerk a little like the injectors are cutting off. under WOT the engine jerks continuously and it really is scary.. i hate to think im slowly killing my new dream ride

all of you SC owners who have had previous experiences with similar problems, what's up with my car?? im taking it back there first thing in the morning but until then im not gonna sleep easy until i figure out what might be up
