Default First engine upgrades in CA

Hey, I just recently bought a 95 sc 400, and ive been reading this site for the past few weeks. I have $1000-$2500 to put into my engine and I wanna know what I should get that will pass CA emissions and give me good hp/not ruin my gas mileage

I was thinking
exaust, headers, intake, intake manifold?, chip.
not sure what the costs for these are or what brands are exactly the best either, ive searched the site alot but its hard to find out what works in CA.
also if anyone knows a good shop in northern ca (sacramento) that can do all this work that would help too.

XERD makes some headers for the SC4 but I heard they were pretty difficult to track down.
From the headers back, do a custom true-dual exhaust (2.5-3.0 inches depending on your sound preference) eliminating the resonators but keeping the cats.
Throw some MagnaFlow 14829 mufflers on the end.

As for intake: no point in manifold.
Do the BFI mod (if you don't know what it is search for "BFI" and read up)
I would reccomend an SAFC-II instead of a chip.
Chips have to be replaced everytime you make changes to your system.
With an SAFC, you can make changes on the run.
I would also invest in a WideBand O2 sensor such as the Innovate LM1 so you could do your own tuning instead of buying dyno time every time.
