Window regulator or track?

I still have movement in my driver side window but tonight it stopped going all the way up. I can make it go completely down and then up almost all the way. It stops roughly 2-3 inches from being completely up. No matter what it stops at the exact same point. Is this an indication of the regulator going, or is this more than likely something wrong with the track?

the wire could of came off the track and the motor does not have enough power to get it up, that and/or the wire got tangled up inside the motor and is getting caught......usually if the regulator is broken then the window will just fall down.

well apparantly it was my regulator, 308 dollars later. I tried to do the fix myself but it was impossible for me to reach.
