Question

ok, at the risk of seeming completely ignorant, I have no idea what this part is. It is kind of an acorn shaped plastic part (or perhaps more like a float that you see on the ends of a fishing rod tied to the line) that I believe is connected to vacuum lines. It is black and on the upper passenger side of the the engine bay near the windshield.
Upon idle, there is a sucking noise that is rather loud and noticeable. I'm wondering if this part is old and needs replacement. My idle is not as smooth as it should be, as it hunts around rhythmically when not started in a while. The previous owner claims it is b/c he pressure washed the engine bay before he sold it to me.

That part is a little filter that goes on the end of a vacumm solenoid. They fall off all the time. The plastic gets hard and breaks
