This is correct. The earliest Lexus models through 1994 use the ROM chip system which is completely unavailable now from dealers. The 1995 SC300/400 used an early type of programmable remote master key even though it looks visually identical (apart from the model code) to the earlier ROM based remote master key. Then 1996 (I think?) and especially 1997+ Lexus models all went to the more commonly found three button programmable key... but with different spade lengths for different models. The SC300/400 (and Soarer) have one of the longer spade type keys for their lock cylinders.

I don't know when Lexus models went to remote keyfob transmitters but it's notable that even in 2012 the rare LFA supercar was still using a physical laser cut key spade inserted and twisted to start the ignition (probably in conjunction with an "Engine Start" button).
