Of course the navigation should come preloaded, but how else is Lexus going to hook you into their subscription services? I despise the subscription concept and skipped all that crap.
There are several excellent Internet based navigation systems available. By the way, you still need the Internet to use the Lexus navigation system, I understand.
Try this. Disconnect the battery for at least 5 minutes and then outside of garage in open area use the SOS button again to see if they can get it working. I know you feel like you shouldn't have to do this but try this so you know you have done all you can do. I am surprised they did not get it all activated when you picked it up this time. Even after nav subscription the map data will still be there without cloud internet just not update. Probably nothing wrong with the other DCM module as they have to disconnect the battery to replace. This resets the system.
I feel the pain of belgradeboy . Our RX350h is in the shop for the same reasons. In fact it has been in the shop many times for related issues. It is easy to say just drive it till the part comes in. We paid a lot of money for a high quality car, or so we thought. So far I would estimate that we have wasted more than 20 hours dealing with these issues. Also, there will be more wasted time, we have had many special settings made to the system that only a service tech can change that may have to be redone(seat belt chime, all windows open and moon roof, blinker settings and much more), . The digital key will need to be redone on 2 phones, more wasted time. I was planning on ordering a LC500 now that it has a new infotainment system, but now I am rethinking that idea.
Status update: After another 4 days spent in the shop, the connectivity issue was finally resolved. I was able to connect via Lexus app and set up a profile on the vehicle. I am happy that the issue was resolved. I love the car. Sometimes patience pays off.

Thank you all for your feedback!
Did they manage to actually find something that could be fixed? Or did it just suddenly start working? Would be good to know for others that may have this issue.

I was so frustrated that I stared watching Youtube clips and one of the clips suggested setting the system back to factory settings. I did that and ended up wiping the Drive Connects (the little arrow on the left-hand side of the screen) completely!!! The dealers sent a specialist the next day and the guy took the car back to the dealership. His comment was "Yeeeeeeeeeah, Drive Connect shouldn't have been wiped out with the factory re-set". They called me a few days later and told me that they were able to re-install navigation software and that several techs were able to hook their phones up. When I went to the dealership, the set up was finally working and I was able to link my Lexus profile to the car via the app.
To answer your question, the sales guy told me that the software was the issue. The problem was corrected when Remote Connect was erased by me and re-installed by Lexus . That was the official story. If it was different, thy weren't going to tell me.
Either way, the navigation and all of the Drive/Remote Connect features are working.

Glad the story ended well. Hope all is well in the future!
Purchased 2023 GX 460 on 8.31.23. Never tried Safety Connect or Destination Assist until yesterday. Neither worked. Have to go to dealership on 10.16 to replace and or up DCM.

The fairytale lasted one night. I took over the ownership late in the evening after closing a deal with no specialists around to guide me through all aspects of the car. The rest of the vehicle is pretty self-intuitive so I though that I would come back the next day when someone was available. The following day, I drove back to dealership. After a specialist and several other people weren't able to get the car to connect the navigation using Lexus app, the advised me that I need to leave the car at their shop to figure out the software issue. Lexus is the only manufacturer that I've encountered so far that makes you purchase a vehicle before they connect navigation.
This was the message displayed:
It turns out that Data Communications Module (DCM) wasn't really communicating with anyone so they now have to replace the part and advised between 4-7 days before the part is delivered. Has anything like this happened to anyone? It's extremely frustrating to sign a dotted line for $74k financing with first payment lurking without the ability to drive the damn thing.
Went to a dealer today (11/3/23) to complete a sale for a 24 RX500h that we made a deposit on some time back. This was to be my wife's daily.
Next to last thing before leaving the lot, asked the tech person to show me how the Lexus nav worked. It would show where we were, and recognized my home address, but refused to provide directions.
Next tried the SOS button, it also failed.
Service manager tried a reset to no avail. They gave me a loaner -- they think it's another DCM module issue. Of course, they don't have it in stock and the techs were leaving for the day (Friday evening).
IMHO if they had hooked up Techstream and run a module check (takes what 5 minutes max?), I could have brought the new vehicle home - or stayed home and delayed delivery until it was ready.
So, who knows when I get my new vehicle.
Oh, BTW, still only giving out one key fob with no promised date for the 2nd one to be ready. And they want me to bring it back for programming. Shouldn't they send someone to the house to run the program - why do I have to be inconvenienced for their inability to support product?
Lexus has gone so far downhill. Not at all like it was back in the day of my LX470.
I assume you have the digital key feature? Did you run the application and accept the new data privacy agreement (which basically says you have no privacy) - if you don't accept it, the car disables all cloud based services.

The car was set up on my Lexus app by their tech person, reviewed by the salesman, and the service manager after nothing seemed to work.
Service Mgr said their concern wasn't the nav issue, but that the SOS was also non-functional. They really wanted to keep the car, so of course they gave me another RX as a loaner.
HOWEVER, thanks for the info. I will check my phone/app settings and edit this post when I find out exactly what worked.
Update to my issue. Dealer says navigation now working (after hard reset of multi-media system), SOS button still non-responsive. They say data control module isn't working - waiting on Toy/Lex techs at corporate to weigh in on what to do next, i.e., replace DCM or????
It's a damn shame that we spend $60k plus on a Lexus that has crap quality control problems. I might be looking at other companies if Lexus doesn't get their act together. This is not acceptable!

I hear ya, but I have experienced worse with other makes - I once traded even-up a running Volvo for a set of Chevy (steel) wheels.
My wife and I have been having conversations about this RX. Our family has owned Lexus models in various years and models: ES, LX, RC, SC and now an RX. Each and every one has had its share of problems (SC - total brake failure, LX - suspension and A/C, ES - transmission & engine failure, etc.).
Conversely on the Toyota side we have also owned various years and models: Camry, Prius, Avalon, Tacoma, FJ Cruiser, 4Runner, and Land Cruiser. ONLY the FJ ever had a problem, and that was a weird and scary one, gas line midway from tank to engine developed a pin hole leak. Toyota USA claimed it was the only instance, but some overseas folks also had the same issue - I suppose a small but poor run of gas line tubing from whomever.
Wife is thinking we won't have this one long and will go back to Toyota. Not sure that's good critical thinking, but...

I know what your saying. We've had Lexus cars for well over 30 years, most have been RX's, and none of them has been this bad with the 2016-2022 model year!
