Default Cracking plastic covering over wheel?

Hello,

I have a 2016 Rx350 and there appears to be some small cracking on one of the wheels (luxury package). It looks like there is a very thin plastic covering over the wheel that perhaps was mistakenly not removed? The other wheels don't have this cover. I think the plastic is beginning to crack and it is starting to look pretty bad. Is this plastic supposed to be here and is the removal of it a DIY-able activity? Thanks

The plastic is a clear coat to prevent the brushed aluminum from oxidizing. Usually happens when the wheels are exposed to the elements(big swings in temp) or have been poorly refinished. The oem finished is usually very durable and lasts. I would not recommend taking the finish off as it's 1) It's very difficult and requires either a chemical peel or sanding. 2) The wheel condition will deteriorate quickly and look terrible. My recommendation is to either buy a used wheel on ebay or have a local wheel repair facility repair it.
