Cruise Control Limit?
I have tried that. But for my purposes, I wanted to set it to hold at 25mph. The town where we have our beach house has 25mph as the max. and it is strictly enforced...especially in winter and the off season in general. It's an island so long stretches of road at 25mph.
Im assuming 2016-2019 is the same and in my 2019,
If your going below 25mph and press the radar button on the cruise control lever, then push the lever down to engage the cruise control. it will be set at 25mph. At least my 2019 does, but you can increase or decrease the speed with the lever moving it up or down, might not be the same for 2016's tho.
If that doesnt work just slightly tailgate the person in front of you off and be to the left slightly and the cop has no way to pull you over for speed, he'll be forced to pull over the person in front of you unless he really wants to pull you over for tailgating which is subjective lol. Seems like they use laser instead of radar and they can only get your speed reading off laser is from your headlights and front plates,

I'm not worried about getting a ticket, the career I retired from generally precludes the possibility.

It's for 2020 RX, but was the same for 2013 RX (minus dynamic function).

I have a 2016 and it will not set at 25. I actually never tried to see if 27 or 28 would work, I'll experiment because I have the same situation - live in a town where 25 is strictly enforced. I know 35 works as I use that all the time. FWIW, I have noticed my speedo is 2 mph off, so when my car says 27 it's really 25. So if I can get the cruise to engage in the high 20's I'd be OK. I'll check on my way home.
Another hack that works but is situational - if you are following a car and you have adaptive cruise, you can set the cruise to like 35 mph and it will hold adaptive cruise and slow you to the speed of the car you are following, and if they are going 25 so will you.
That I've done and I know works. Just be mindful if they turn lol.

I'm not sure if CC or ACC will differ, but I was able to set cruise at 28 mph. It won't go lower. Although for my car, as I passed a radar speed sign, I bounced between 26 and 27 actual MPH as I drove by.
I did the same. It locked in right at the 28mph mark. Mystery solved. Thank you Sir!
You might check your speed with a GPS or two. Like another poster, my RX speedometer registers 2mph fast at every speed I've measured. If yours is the same, you might be driving 26mph with the cruise set to 28.
