That will be left front Bumper cover garnish part number 52712-0E020 List price is 101.00 from Lexus.
Looks like the bottom of the bumper cover where that mounts is a little beat up . Might be a problem mounting it back on .
Has this recently been repaired or in an accident ? I see new fender liners hanging down .

Visit on line lexus part retailers and their website will let you scroll through parts. [such as Lexus of South Atlanta].

There is a fresh sticker in the picture and that implies the part is new or recently installed. These underbody liners are attached with clips and screws. In a pinch you can use bungee cords and duct tape to attach the parts back but they do act like a scoop and can catch the inflowing air. If you have not lost the fasteners, it is relatively easy to put back on.At times the holes in the liner become enlarged and you can take a stiff plastic and cut out large washer [2"x2" square] and use that to run the bolt through to increase the grab area.

If the repair was done by a facility, they should send a mobile mechanic to you as driving around can damage the part.
