Dealer confirmed it will be covered by warranty and I can have it repaired at a reputable local shop instead of driving 2 hrs to the Lexus dealer. The delays were my doing - not the dealer. I was busy on other projects!!!

My body shop says he has done several Lexus RX350's for rust in the same spot!!!
Cost estimate was $850 CDN. They remove all the trim and tail lights and repaint the whole lower section of the tailgate.

^^ That was certainly true for my wife's previous built-in-Japan 2004 RX330 compared to the Canadian-built RXs at that time. Unfortunate to hear that this is still the case. The service manager of our local Lexus dealership told me recently that he rarely sees any built-in-Japan vehicles anymore.

I think the quality has just gone down in general... The paint on my Japan built RX350 is extremely thin and soft. I realized that after purchasing it. I measured the thickness at 5 to 6 mils. all around with my paint thickness meter. So I machine polished it with the least agressive pad and polish I have and it still took way too much of the paint off. After that I put a paint coatings on and vowed to never buff it again and to always keep a good paint coating on it.

My wife had a 2000 RX300, a 2004 RX330, and now her 2015 RX350. The paint quality on both the 2000 and the 2004 was indeed substandard. Easily stone-chipped and difficult to repair. Very disappointing. Both of them were white. Her 2015 is silver. Perhaps it will hold up somewhat better, time will tell.
Our Jaguars have had the most durable paint of any vehicle I have owned in my 49+ years of driving. Her 2006 XK8's paint is still pristine (again, white in color) and is almost impervious to stone-chipping. Very easy to care for compared to her previous 2000 and 2004 RXs.
