High beams do serve a purpose, but if the lights are adjusted properly, imho high beams are not needed. I asked this question when I went for my eye exam ,,, how do the optometrist find the right number as I can have the desire to magnify the things that 'normal' eye can not focus on. but I DO understand what you are referring to. Before surgery, it was very challenging to drive indeed.
Oh, and I do understand your other consideration. I am still annoyed by overly bright aftermarket lights but.... thing is, it is not really as blinding as it was before cataracts removal. It's just - bright. Before, it was blinding.
Salim, I think you may want to consider my experience. I actually never even suspected I had cataracts, just vision getting worse, until my opto caught on that and said - I can't fit you with proper glasses until you have it done.
There is something else to this. It is OEM headlights, bright headlights, vs aftermarket headlights installed into cars not suited for them.
Those are routinely ill aligned and pointed wrong ways. Well aligned OEM headlights simply per design do not really blind oncoming traffic.
That's me opinion.

You're right, too in that human nature is always striving for "more" of everything (speed, money, power, influence, control, things, stuff, etc.) because we (globally speaking) are convinced that more is better. We will intellectually agree that more is not always better, but still tend to go there.
On this issue of headlights and night driving, I am going to generically stick with the crowd who says "more light is better" because it is directly correlated with better visibility. Now, for those who want to drive while playing with their phones, I would suggest that more light would give them an increased sense of false security, and it will NOT be better for either them or us. As far as headlights contributing to light pollution, I just don't take that as seriously because of the fact that the headlights are moving around, and consequently more temporary in nature. So, to me, vehicular safety overrides any influence on momentary light pollution.
I also agree, though, that the badly installed (aim, color, etc.) aftermarket lights are worse than a nuisance... they are a danger to oncoming traffic.
