It is also known as Tonneau Cover.
Shame that a small piece has rendered the whole thing useless for you. Have you thought about jury rigging it ,,, glue a small magnet at the end of the strap .. I think the headrest post can attract a magnet.

Correction:
In 3rd gen the straps snap on to plastic screwed on the back of the seat. You can glide metal and magnet. Velcro may be the other option.

You can always remove all the clips and replace them with the small elastic ponytail holders by using a slip loop through the nylon strap on the cover, and then use the free end of the ponytail holders to hang on the seat back clip.
