2 RX350's I am looking at
I am inclined to make an offer on the Craigslist RX, the $2500 in sales tax alone is swaying me that way.
Here is the one at the dealer, what would you offer them?

You will pay sales tax anyway. During registration. Based on purchase price.
22 000 miles is 22 000 miles. Both are base model.
Cars are cheap in AZ I figure. We paid $28K for 2011 RX350 with 45 000 miles here in Seattle and that was GOOD price a year ago.
I'd offer dealer $30 K and he either takes it or keeps selling it.

I would lean towards the Craigslist one. Lower price by $2,500 but 18,000 more miles. You will save about approximately $600 with no dealer processing fee. I came up with a KBB private party sale of $31,400. The service record looks good. Previous owner did all scheduled maintenance right on time. A new battery was installed in December of 2016. When they had it in for service at 38,000 miles tires were recommended. Certainly check the tires. Just got Michelin Premier LTX's on my wife's 2015 RX and the total cost was $900. When they had it in at 38,000 miles the owner stated a noise when turning. This is what the Lexus dealer stated. STEERING WHL/MAIN SHAFT ~ ~GUEST STATES THAT INTERMITTENT WHEN TURNING SLOWLY THEY HEAR A SQUEAK NOISE IN THE STEERING WHEEL. ADVISE ~ ~UNABLE TO DUPLICATE ~ ~UNABLE TO DUPLICATE NO REPAIRS NEEDED OR RECOMMENDED. When an individual is selling one of your bargaining points is have they already bought a replacement. I have been in this position and after a while you just want to get rid of the car. You want the money and it is just in the way. The seller has a two car garage and looks like they have no room for a third car. If it needs tires, I would offer $29,000 and take a cost of four new tires to them. If it has new tires, I would offer $30,000. If they do not take it leave you name and phone number and tell them when you are ready to sell for $30,000 give me a call. They will call.
The one at the Nissan dealer has had all the maintenance done right on time. I like the wheels on this one better. Both actually are good finds.

I don't know if you noticed that the Craigslist one has an F Sport front bumper. It either had it swapped out due to whatever or had an "F Sports appearance package", NOT TRUE "F Sport option". My 2013 RX450h has an "F Sports APPEARANCE Package" (NOT F SPORT, bc back in 2013 F Sport was not offered in the RX450h HYBRIDS). BUT my "F Sport APPEARANCE Package came also with bigger way nicer 19 inch wheels".
So I'm not sure what's up with this one on Craigslist??? Did the prior owner have a frontal accident and replaced the front bumper?

I agree with Truecar, especially when it says discount available. 20K miles at $0.20 per mile is $4K worth. Good luck.
