Blind Spot Monitoring (BSM) was first offered in model year 2013.

I got it on mine and had to wait a couple months into the model year since it wasn't an orderable option on the initial production runs.

People have tried using TechStream and still haven't been able to disable. Annoying but serves it's purpose.
