Rear Luggage Cover
After reading the manual. I looked inside the rear window area and located the luggage cover. I don't see any useful purpose for this. It's only 3" or so wide.
What am I missing?

It consists of two parts; a removable "window shade" bar that runs across the width of car about 8" behind the rear seat. The bar contains a retractable luggage area shade. The bar also support a stationary shade that snaps onto the back of the rear seat. The second part is quarter-moon shaped piece mounted on the rear hatch. You pull the retractible window shade towards the rear hatch along a track on the right and left of the luggage area and it hooks at the end of the track. When you close the rear hatch, the quarter-moon piece and retractible shade match up to conceal your luggage or shopping bags or whatever from prying eyes. In theory, reducing interest in theft of those "unseen" items.
If not attached correctly to the rear hatch, the half moon piece rattles. It has multiple snaps that MUST be fully secured to prevent rattling.
Sounds like you are missing the bar with the retractable shade inside of it. The 3" part you have (if straight on one edge and curved to match the hatch on the other edge) is the quarter-moon part. If you go back to your dealer ask for the tonneau cover.

OK, I do have the cover. I was just curious what the short part on the window was used for. I'll look how they join together from inside in the daylight tomorrow.
Thanks
