Default Steering column noise

2013 RX 350 Base Model

I have two issues with my steering column. Please help me identify them.

a. Every time the steering wheel moves when turning on/off the car, it makes a squealing noise.

b. There is a rattling noise in the column when going over small bumps or in/out of driveway. Two different independent mechanics say the suspension and linkage are secure. They think it’s inside the steering column.

There is no effect when driving and the vehicle tracks straight. However you can hear and feel the rattle on tough roads.

Just to let anyone interested know...

I took the Lexus to the local Toyota dealer and they diagnosed the steering column rattle as a worn electronic steering motor bushing. They replaced the bushing and that took care of the rattle and also the squeal from the motor when adjusting the column up or down. Total cost was $13.79 for the part and $519.53 for the labor. Considering I was expecting a new steering column it could have been much worse...

Does the invoice show the part number of the bushing?
