Fuse 33 keeps blowing

Fuse 33 keeps blowing

I just bought this 2007 rx400h lemon. The fuse number 33 keeps blowing. As soon as I put a new in, I hear zap.
any suggestions are greatly welcomed.

Fuse 33 is a 30 amp fuse on the back side of the under dash junction block. It is the closest to the edge of the junction block assy.
Fuse 33 is for the power seats. Do the power seats work?
