I've moved to a new state that requires a front plate to be on the car.
All I see in the front bumper is a big blob. No place to attach anything unless I just drill into it. What's the story? Is it all plastic? Do I just drill a couple of self tapping wall screws into it?
Correct, bumper is an ABS mold, if you want to put holes in it, use self tappers. Otherwise as timB52 suggested, tow hook plate mounts are non-invasive but obviously not centered, hang onto the color matched cap, those are not cheap to replace.
Friend in CA just bought a 2020 Tesla model S, no front plate mount. I drove for 20 years without a front plate in CA and was pulled over a few times for other things, they never mentioned it.
Cops in CA really don't care. If you want a backup excuse just carry the plate with you in the door storage or glovebox. If a cop mentions it in a stop then show him the plate and tell him you intend to figure a way to mount it but there is no mount so you never got around to it. They really don't care and if they did it'd be a fix-it ticket which carries no penalties.
Since there's no mount then it's a valid excuse not to have one.

Years ago I got dinged when parking at LAX - they patrol the lots just looking for violations as it's easy cash. Back then I do not believe there was such a thing as a fix-it ticket.
In any event I think having the plate in the car for now is going to be enough. Contemplating selling it soon anyway!
There are 2 dimples on the bumper, that's where you drill the holes. You just use metal screws to hold the Plates, I think. (In GA we are only using the RR plates).
