Default 2008 RX400h. AFS still not working. I've tried so much. What else can I try?

I have a 2008 Lexus RX400h. This is my first Lexus and I really love this car. When I purchase the car the salesman told me the AFS was not working (light was blinking). I was ok with this, since I never had a car before that had lights that turned with the car. So, I've recently decided to give it a shot trying to fix this. Here's the situation and what I've done:

- AFS light continuosly blinked
- Did some research online and on Youtube and I found that a common problem for AFS not working on the RX400h is a broken Height Control Sensor Link. I checked mine and it was indeed broken in half.
- Ordered a new Height Control Sensor Link and replaced it
- AFS blinking light stopped
- Checked my headlights and the AFS still doesn't work
- Disconnected and reconnected battery
- Did the AFS ECU Re-Initialization process
- AFS still doesn't work
- Replaced the Headlight Level Sensor
- AFS light starts blinking again and AFS still doesn't work

Any ideas of what I can try? I've read on this website that when I turn my headlights on the lights are supposed to move some initially, but mine don't do that. Also, if I turn the steering wheel, are the lights supposed to turn? They don't do that either. I'm just trying to brainstorm how to maybe repair this without needing to resort to paying a lot of money at the dealership to repair it. Thanks.

Probably a really stupid question, but have you check if the "AFS off" switch is engaged in the drivers side lower dash? Mine went out when I lent my car, and it turned out to be the button as all the sensors were fine and it was working before I lent the car.

Sorry, I forgot to mention that. I did check the AFS off switch a bunch of times. It's kind of odd because sometimes the AFS light will blink randomly when I start the car and sometimes it won't be on.

What is happen when you turn on the lights at night? Can you see (on a wall in front of you) that lenses in your headlights move up and down, left/right and back? If the test is OK - headlights "don't see" that you are turning.
