Default Thoughts Please! Window Vibration and TSB re: Acceleration. Advice??

Folks:

First of all, Merry Christmas and Happy Holidays from Ohio! Second, please forgive the longish post but I'm really hoping for some insight and this forum is chock full of insightful and helpful people (is that fawning enough?)

I recently bought an '04 RX (my second '04 RX by the way...my first has 250,000 miles on it including a road trip to Prudhoe Bay, Alaska!). This newer one has approximately 148,000 on it and has an immaculate service record from our local Lexus dealer. It's in GREAT shape. Two things though:

1) I've noticed a slight vibration when accelerating from 25-40 mph. I had the dealership look it over and the Tech noted it as very slight (which it is) but there IS a TSB on it: "Drone and Vibration on Acceleration" for 2004 RXs. Recommended fix is "Replacement of Air Surge Tank Stay Bracket and Power Steering Line as Outlined in TSIB". The vibration is pretty slight and it's only because I'm so used to my other Lexus that I noticed it at all. The pre-owned guy is willing to kick in some money to help with the fix if I want to do it (even though it was sold "as is"), which I appreciate. My question: Have any of you had this issue and/or this fix?

2) Just noticed that when rolling down the driver's window, at about 2/3 of the way down the window starts to vibrate (in and out). I haven't noticed this before but haven't really rolled the window down that much. Question: Anyone had this issue or know what it is? Something with the operator (hopefully not)?

Thanks in advance for any thoughts and advice! This car is for my son who will be taking it to Wisconsin for graduate school, so I'm wanting to eliminate any problems before he takes it!

I'm going to take a wild guess at this. Perhaps there is a problem with the guides the glass slides in and the window glass is binding or catching. The goor panel needs to be taken off so you can look in and see. As for the operator, well... I don't know. But then, people never cease to amaze me.
