RX400h rear fog light does not work

RX400h rear fog light does not work
I bought a RX400h 2008 (from my dad) last week.
I checked the rear fog light today, it does not work.
Have some questions:
1) How many rear fog lights on 400h, only on the left side or both left and right sides?
2) My dad had never turn on the rear fog light, still it does not work, bulb or fuse problem?
3) Is it common that the rear fog light does not work?
4) Where is the fuse for the rear fog light located on the 400h?

Update:
RX400h -08 has two rear fog lights (located on the rear bumper).
It was the towbar socket that caused the malfunction on my rear fog lights. The "switch" close to 54G was stucked. The rear lights work after lubrication and motions performed on the "switch".
