Default squeal on cold starts

2004 95K. Over the past month or so there is a short squak or squeal when starting the motor. This has only been happening when the temperature outside is 20 degrees or below. The belts are new, including the timing belt. What would you check first?

Did this start before or after the new belts were installed?

Will check that first. It happened after belts installed.

.I didn't think you could adjust the belt tension manually . The tensioner could be weak letting the belt slip .

You can adjust both power steering and alternator/air cond belts, most likely just need a little tweak.

I found it was power steering in my case...

It got progressively worse with time and very much weather dependent, when it was humid, and cold.

Changed the belt, did a PS flush with new T4 ATF. Ended up getting a new PS pump. No more squeal.

I was suspecting the PS pump. I also have a slight whine when turning the wheel, only briefly, when it is cold.
