2004 RX330 LOST Master KEY

2004 RX330 LOST Master KEY
When i bought my car (used) i was only given a master key well I have lost that key now and well Lexus is telling me I have to take my car in to them and thats the only way they can program the key...is this true? I cant take it to a toyota dealership and maybe it will be cheaper? Lexus is chargeing me $189 for the key and $300 for programing....
