I wouldnt mount the ballast near the wheel well, too much moisture there. On my other cars, I mount them on the inside fender or around the radiator area, try to find a dry place.

I didn't do the HID conversion but i did changed the halogen fog bulbs. My suggestion is to mount it near Rad close to the wiper fluids. Its really hard to reach so good luck and you don't have to remove your bumper if you have small hands.

Hello,
I’m finally doing it on my wife’s RX, driving in mountains with a projector cutoff is a nightmare. Do I need to remove the wheel bay undergarment and go from there, any directions? I did my GS300 98 with a fog light removal, very easy. The 06 GS is completely different story but I have the directions. Please share the RX directions.
The well made blasts are splash proof, people stress too much about them not being in dry location. My 98 GS travels since 2001 with Philips ballasts being splashed all the time (3m taped to bumper sidewall), never a problem.

I did all of this with an old HID kit, only to find that either one of the bulbs or ballasts is burnt out.

I seriously doubt you will be able to reach the fogs from the engine bay. I would remove the bumper cover to see if there are good places. I would probably mount the ballast under the bumper crash bar if there is room.
I would also try to use the digital slim ballast as room is the issue here.
