Default Radiator cooling fans

2006 Lexus FX330 running hot when idling. I noticed one of the coolant fans runs all the time but the other doesn’t come on. Should both run always or not? If not when should the other come on?

The other comes on w/ the compressor whether its a/c or defrost. I wouldn't think that the main fan would be running all the time, including when the engine is cold.
